I know there are quite a few American and European fans of Watchmen on this forum but how do other ethniciites and countries perceive the comic especially when you consider the themes present in the story?

What GAP is asking is, how do you think someone in say, Japan, would relate to Watchmen?

Personally, I think said Japanese man would love it.

I don't see how they'd really interpret it differently.
Of course, there is cultural context, but the only way to really discuss that would be through a series of essays.

i'd say most countries that have been thoroughly westernized since WW2, but before the 80's will probably perceive it about the same.
